ActionBar bug

Hi, I have problem with action bar, everytime when i start the game a have to change my language settings on keyboard to english (i have czech language) and i can use 1,2,3... in action bar but now after few patches i cant change it to english, it didnt react.I cant even bind it, it only says unbound...
