Heavy load times constantly

I play on an official server, have done since day 1 of the server being up, and have had very little problems in the ways of lagging other than the average desync where dino's walk off and then shoot back 10 seconds later.
As of 2 days ago I've been getting LARGE load times in game as often as every 30 seconds while flying on an Argy. My FPS has been above 30 for weeks and only dips below if my GPU is being silly, but is now being temperamental, as this happens my GPU usage goes from 70%-99% down to 10% for the time. Coincidentally 4 days ago a large Brazilian youtuber with 4.5million subs was raided and stomped out on my server and has since sent his lackeys to try and harass the tribe that destroyed his to the point where the EU server ping was averaging 40 and is now 90+ as a result. The server is on a constant 70 people and I have to wait up to an hour and a half to get on, only to lag out of this world.
Is this a known issue with some world servers? Could it be faulty hardware/drivers my end? Or is it just an iffy update for some people?

mobo- MSI MS-7918
gfx- NVIDIA GeForce GTX 970
CPU- Intel(R) Core(TM) i5-4690K CPU @ 3.50GHz (4 CPUs), ~3.5GHz
RAM- 8192MB
