Bright/Fuzzy Terrible Looking Graphics?

I have a GeForce GTX 760Ti and I set all the settings for this game to high/ultra. But no matter what the settings are on, the game looks like trash. I have tried reinstalling the game, switching up the graphics, but nothing seems to work.
This is what I'm looking at and these are my settings. Any help would be much appreciated
