Please Help (is that ban?)

My friend and I played together and suddenly his game crashed.
Now every time he's trying to log in it shows him that:

He tried to change his IP,reinstall the game and delete "LocalProfiles" folder.
Is that because the admin banned him?
Also, he can login to other servers but just not to this one.
