Ability to demolish abandoned unowned structures after timeout

Abandoned structures all over the map are really annoying for both new and experiences players. They prevent respawning of resources and building nearby. They also cause confusion as you can't always tell what is abandoned, under construction, or fully operational. Finally, they distract from the wilderness setting by making the world seem overdeveloped by humans. The longer the game is out, the more servers are cluttered with this mess.

A partial solution would be to give players the ability to demolish unowned bases for some materials back after a period of inactivity on the part of the owning tribe. The exact length of the timeout would be a question of testing, I'm guessing 20-30 days. This would also mean a little less grinding and make PvP more interesting because more can be gained by eliminating other tribes. It may be reasonable, for balance, to only allow demolition of structures you already know how to build (so a level one can't hoarde metal ingots, for instance). Or maybe that doesn't even matter.

There would still be abandoned bases left by tribes that remain active after leaving behind wrecked bases, but that is not the majority of abandoned bases in my experience.
