The crafting speed stat isn't increasing the speed at which cementing paste or narcotic are being made. I tested it out with a friend. His crafting speed is ~140% and mine is 400% we started crafting at the exact same time and then called out when we were finished. It was the same speed on all attempts (3 to 4) for cementing paste and narcotic. We didn't try other mortar and pestle items but I'm assuming that none of the craftables in the mortar and pestle are affected by crafting speed.

Probably intended because people with different crafting speed can use the same mortar and pestle. Perhaps in the future there will be blueprint or interface options to effect how it works.
