Did you created the Server with the .bat file and the ShooterGameServer.exe or are you using SteamCMD?
With SteamCMD i guess you would need to update the Server.
Although it should still be listed with a lower version number.
Check out my thread with the information about hosting a server. Maybe redoing this will get you ready again.

I have 8 GB of Ram and i'm running the Server + the Game on the same PC.
The Server shouldn't eat up much RAM as long as you don't have 100 Players on it.

I haven't used SteamCMD by now (only once for a Linux CS:GO Server), but there is a command to update a so called "App". The App is your Server i guess.
Once logged in, i guess you could do something like this:
While APPID is the Server AppID you already used for installing.
Also use
a second time. Shouldn't hurt doing this to make sure
that you install it in the right folder.
If this is not working, try checking Valves Documentation about it:

Allright. When checking the UNOFFICIAL fist, make sure that you search for password protected server (lower left corner) if your server has a password. Then, after the list is displayed (takes a bit of time), switch to "My Survivors"

I guess it would be better to first update the server.
Either by updating it or reinstalling.
Or you step back from using SteamCMD (since the Server is on your own PC) and use the version
i've chosen. I can't really help you with SteamCMD.
