Do you have a hardware firewall (most routers do) you might have to give your pc a local static ip(not from your isp but from your router)
then port forward the needed ports to that ip.

The link would not work for the mod question. Some servers block you from using dll's if you using one of those dll injection plugin loaders. That site the other poster linked isn't bad ... around 2$ a slot US dollars. If you want lots of slots looking a dedicated server host. they can be pricy thou...
