Your probably missing a library:

Some thing is wrong with your startup line, try this as startup line:

"TheIsland?listen?MultiHome=91.205.193.201?MaxPlayers=70?RCONEnabled=True?RCONPort=32330?ServerAdminPassword=123?SessionName=Your Server Name" -nosteamclient -server -log

This must be placed AFTER the: ./ShooterGame

Best thing to do is go to: http://portforward.com

Follow the guide for your router over there to open the ports, some times it gets confusing with new routers. The reason it does not respond to port 7777 is because the port is closed.
